我国世界遗产地可持续业态引导策略研究——以西湖为例

Study on the Strategies of Sustainable Commercial Activities Guidance of China's World Heritage Sites——Taking the West Lake as an Example

业态是世界遗产地发展的重要方面之一,然而在我国世界遗产属地化管理体制下,管理机构、当地居民、社会资本多方博弈,导致了我国世界遗产地业态发展在强度、类型、文脉传承等方面出现了一系列问题,对世界遗产地的保护和永续利用造成了威胁。文章基于我国的文化和体制背景以及可持续发展目标,探讨了世界遗产地可持续业态引导框架,并以西湖世界遗产地为典型案例,剖析了其业态问题的肇因和表现,提出了业态增量管控、存量业态提升、业态长效管理机制等调控引导措施。

Commercial activities is one of key aspects of the development of world heritage sites,nevertheless,under the current localized heritage management system,World Heritage sites in China have several problems concerning intensity,structure and cultural impact of commercial activities,and other such issues,which are result from the interaction between management authorities,local residents and social capital,will threat the protection and sustainable use of heritage.This essay,based on the cultural and institutional background of China,as well as sustainable development targets,discusses the framework of sustainable commercial activity guidance,and by taking the West Lake as example,studies the background and performance of its commercial activity problems,and further puts forward several methods including increment management,stock improvement,and long-term management.
