“放管服”背景下科技项目监管研究——以大连市金普新区为例

Research of Technology Project Supervision under “Discharge Service Policy”——A Case Study of Jinpu New Area,Dalian

为助力科技创新驱动发展战略的实施,国务院推进科研领域"放管服"改革。制度"松绑"释放创新活力、提升科研工作者积极性的同时,也为科技项目监管提出了新的要求。本文以金普新区为例,结合政策背景以及新区科技项目监管中存在的问题,从经费和质量两个监管重点入手,构建相应的科研经费管控体系和科技项目质量评价指标体系,提出具体的改进建议,以期为深化金普新区科技项目监管体系改革、营造良好的科技创新软环境提供参考和借鉴。

Taking Jinpu New District as a case,China State Council promotes the reform of“distribution service”in scientific research to improve the science and technology innovation-driven implementation development strategy.The system“relaxed”to release the vitality of innovation enhances the enthusiasm of science researchers for science and technology project supervision under the policy,the problems in the new district has two regulatory priorities of funding,corresponding scientific research fund management system and technological project quality evaluation index system are constructed to provide reference for the supervision system of technology project reform in Jinpu New District for a sound soft environment in technological innovation.
