危化品全生命周期安全管控模式在危化品使用单位中的研究应用

Research and Application of Safety Control Mode based on Dangerous Chemicals Whole Life Cycle in Dangerous Chemicals Enterprises

为给危化品使用单位提供一种架构清晰、重点突出、行之有效的危化品安全管理体系方法,降低和避免危化品安全风险,对危化品全生命周期安全管控模式进行研究和探讨。基于危化品使用单位生产经营过程,首先梳理出危化品全生命周期线包括申购、运输装卸、使用、暂存、废弃物处置5个环节;其次根据危化品法律法规、规章制度及标准规范,结合危化品使用单位中危化品安全管控特点,提炼出15项安全管控要点;然后结合15项安全管控要点提出了7大安全管控措施;最终构建出了由1条全生命周期线、15项安全管控要点、7大安全管控措施组成的危化品全生命周期安全管控模式。结果表明:该模式可为其他危化品使用单位提供借鉴。

To provide a clear, focused and effective safety management method, reduce and avoid the safety risk for dangerous chemicals enterprises, the safety control mode based on whole life cycle was studied and discussed. Firstly, based on the production and operation process of dangerous chemicals enterprises, the whole life cycle line of dangerous chemicals was summarized, including requisition,transportation,use,temporary storage and disposal of waste.Secondly,according to the laws, rules and regulations of dangerous chemicals, and the safety control characteristics, 15 safety control points were extracted. Then, 7 safety control measures were put forward. In the end, the safety control mode based on whole life cycle was constructed with 1 whole life cycle line, 15 safety control points and 7 safety control measures. The results showed that this model can be used for other dangerous chemicals enterprises.
