农村贿选治理的制度调控机制研究

Research on the System Regulation Mechanism of Rural Bribery Governance

贿选作为影响基层民主与基层治理的重要社会问题,急需治理。基于地方政府贿选治理实践的调研,厘析出贿选治理的基本构成要素,并据此构建出"制度调控=制度网络×执行机制×执行意愿"的分析框架。在此框架下,分析了贿选治理的三重机制:制度网络的构建机制、多元主体联动的执行机制、执行意愿的动力机制。三种机制相互链接,共同构建了一种整合主义的制度调控实践方式。

Bribery,an important social issue affecting grassroots democracy and grassroots governance,urges for governance.Based on the empirical research of local government bribery governance practice,this paper analyzed the basic components of bribery governance,and constructed an analytical framework of"institutional regulation=institutional network×enforcement mechanism×execution willingness".Within this framework,this paper elaborated on three bribery governance mechanisms,namely the construction mechanism of institutional networks,the implementation mechanism of multi-subject linkage,and the dynamic mechanism of execution willingness.Mutually interlinked,the three mechanisms constructed an integrated institutional regulation approach.
