关于公共卫生应急信息平台建设的思考

Research on the Construction of Public Health Emergency Information Platform

公共安全事关群众身体健康和生命安全,健全公共安全体系,推进突发事件卫生应急监测预警和紧急医学救援能力建设,提升防灾减灾能力,努力减少公共安全事件对人民生命健康的威胁,是当前卫生应急管理工作的重要方向之一。通过阐述公共卫生应急信息平台的建设目标、工作原则、总体架构、数据分类和平台功能等内容,确认公共卫生应急信息平台的建设作为系统工程,是不能一蹴而就的,需要社会共建、协同建设和共生共享,方可实现"建久安之势,成长治之业"的奋斗目标。

Public safety event is closely related to the physical health and life safety.To improve the public security system,promote health emergency monitoring and early warning and emergency medical rescue ability construction,improve disaster prevention and mitigation capacity,make efforts to reduce the threat to people's life and health,is one of the important directions of current health emergency management.This paper systematically proposes the construction goal of public health emergency information platform,working principle,overall architecture,data classification,software function and the safeguard measures,clearly points out that the public health emergency information platform construction is a systematic project,which cannot be achieved overnight,and needs social,cooperative construction and symbiotic sharing,thus to achieve the goal of“building an everlasting stable society”.
