阐述粮油企业创建安全风险分级管控和隐患排查治理双重预防机制的目的,针对目前存在的问题,提出创建方法和对策;将风险预控作为隐患排查治理的基础,超前辨识与评估岗位、作业活动、区域安全风险,通过实施工程、技术、管理、个体防护等措施,把等级较高的风险点列为隐患排查治理的重点,分级明确风险措施管控责任与隐患排查管控责任,有效防控各类职业健康安全风险。

This paper expounds the purpose of establishing the dual prevention mechanism of security risk grading control and screening and controling hidden danger in grain and oil enterprises,and puts forward the creation methods and countermeasures in view of the existing problems.Using risk precontrol as the basis of hidden governance.Identifying and evaluating at the post,activities,regional security risks in advance.Listing the higher level of risk points as the focus of the hidden governance through the implementation of the project,technology,management,individual protection measures,etc.Make clear the measure control responsibility and hidden risk control responsibilities,prevent and control the occupational health and safety risks effectively.
