On the Goal,Content and Enlightenment of Sri Lanka's "Strategic Management Plan(2013-2017)" for Higher Education

"战略管理计划(2013-2017)"是斯里兰卡高等教育部为应对全球知识经济高速发展而做出的主动应对。目标主要集中在促进社会发展、建设知识中心、增强高等教育挑战力三个方面;内容集中在扩大受教数量、提升课程质量、鼓励创新研发、坚持服务社会、增强国际交流、改善基础环境、优化财务管理、提升善政能力等八个方面;在推进中斯高等教育合作过程中可以着重从投资基础设施,推进物理联通;增强政策沟通,推进制度联通;完善交流机制,推进人心联通三个方面着手。

The"Strategic Management Plan(2013-2017)"is the initiative of Sri Lanka Ministry of Higher Education to respond to the rapid development of the global knowledge economy.The goals mainly focus on:delivering a vital and multidimensional contribution to the well-being of the country and its people,creating a truly international university education sector in Asia,and strengthening and enabling HEIs to meet the challenges and provide leadership to achieve their goals.The contents focus on expanding the number of students,the quality of the curriculum,innovation,serving community,international exchanges,improving the basic environment,financial management and the promotion of good governance capabilities.In the promotion of the cooperation in higher education between China and Sri Lanka,we can focus on:investing in infrastructure and promoting physical connectivity;enhancing policy communication and promoting institutional connectivity;improving the dialogue mechanism and promoting people-to-people links.
