公共服务快速升级过程中报纸媒体对公共利益的关切——以铁路客运为例

Newspaper Media's Concerns over Public Interests Duringthe Rapid Upgrading of Public Services——Take Railway Passenger Transport as an Example

公共服务快速升级过程中,公共利益问题较为突出,需要引入媒体等外部力量进行监管。为了明确媒体的作用是否到位,文章以铁路客运升级为例,在构建统一的公共利益分析框架的基础上,使用内容分析法从报纸媒体关切的角度展开了探讨。结果表明,报纸媒体对公共利益的关切呈现出了典型的失衡性特征:在公共利益内容方面,关切的主要是国家/政府的利益;在公共利益冲突方面,关切的主要是铁路企业和公众之间的冲突;对于公共利益重构,也是以铁路企业为中心的。上述失衡不利于公共利益问题的解决,有待优化。

There exists prominent public interest issues during the rapid upgrade of public services,therefore we need to introduce external forces such as media to supervise them.This article takes the upgrading of railway passenger transport as an example and uses content analysis method to analyze it from the perspective of newspaper media concerns on the basis of building a unified framework for analysis of public interest.The results show that the newspaper media’s concerns about the public interest show typical imbalance characteristics:a)in terms of public interest content,the main concern is the interests of the country/government;b)in terms of public interest conflicts,the main concern is the conflict between railway enterprises and the public;c)and it is also centered on railway enterprises in terms of the reconstruction of public interests.This article argues that as the biggest beneficiaries of the upgrading of railway passenger transport,the national and local governments should appropriately transfer benefits to the public and railway enterprises.
