摘要
我国既有居住建筑量大面广,普遍能耗水平高,环境影响大,居住功能急剧退化,迫切需要进行绿色改造。但巨大的改造资金缺口和产权分散状态下改造需求和方案决策协调难等现实困境严重阻碍了其大规模推进。本文在对国内外绿色改造相关文献回顾总结的基础上,论述绿色改造应用PPP模式的必要性及可行性。以利益相关者理论及社区参与理论为指引,基于专家访谈语录及问卷调查的数据分析结果,构建了基于社区参与的绿色改造三方合作伙伴模式组织架构,并阐述其基本运作流程。最后提出了我国城市既有居住建筑绿色改造采用PPP模式的建议。基于社区参与的PPP模式是对现有PPP应用的拓展和创新,有利于推动我国绿色改造的快速发展。
China has a large number of existing residential buildings,generally with high level of energy consumption,environmental impact,living features deteriorate rapidly,which urgently need green transformation. However,the real difficulties,such as the funding gap and the coordination of decision-making under the decentralization of property rights,have seriously hindered their large-scale advancement. Based on reviewing the relevant literature on green renovation,this paper discusses the feasibility and necessity of application of PPP model on green retrofitting. Under the guidance of stakeholder theory and community participation theory,based on expert interview quotations and data analysis of the questionnaire survey,this paper builds the tripartite partnership model organizational structure of green retrofit,and describes its basic operational processes. Finally,the proposals of the PPP model for the green transformation of existing residential buildings are provided. The PPP model under the community participation is the expansion and innovation of the existing PPP model application,which is conducive to promoting the rapid development of green renovation of residential buildings.
