农村土地资源价值提升机制探究

Research on the Value Enhancement Mechanism of Rural Land Resources

农村土地资源是农民及集体的重要资产,也是农民收入及社会保障的基础。而由于城乡制度障碍、土地经营方式、基础设施及公共服务设施的不均衡,使得城乡土地资源价值落差越来越大,农村土地资源价值实现成为制约农民收入和农民的发展瓶颈。因此,提升和挖掘农村土地资源价值,是提高农民收入、实现农业现代化、保障农民自我发展和城乡居民共享经济发展成果的重要途径。

Rural land resources are indispensable assets of farmers and collectives as well as the basis of farmers'incomes and social security.Due to institutional obstacles between urban and rural areas,the improper way of land management,and the imbalance of infrastructure and public service facilities,the value gap between urban and rural land resources is enlarging.As a result,it is hard to realize the value of rural land resources which becomes the bottleneck restricting farmers'development and incomes.Therefore,enhancing and exploiting the value of rural land resources is an important way to increase farmers'incomes,modernize agriculture,and ensure the self-development of farmers and achievements of economic growth shared by urban and rural residents.
