生态扶贫的实践困境与路径优化——以安徽大别山区为例

Dilemma and Improvement of Ecological Poverty Alleviation——Taking the Dabie Mountains in Anhui as an example

文章通过梳理安徽大别山区绿色脱贫实践,探究生态扶贫的践行困境:相关主体绿色脱贫理念滞后,生态与经济效益协同发展困难,公共政策引导、扶持力度不均,贫困群众生态脱贫动力不足。进而从发展理念、资源禀赋、政策设计与内生脱贫动力四个方面提炼出生态扶贫的长效举措。

This articles investigates the practical dilemma of ecological poverty alleviation by analyzing the practice of green poverty alleviation in the Dabie Mountains of Anhui Province,namely,the green poverty alleviation philosophy of relevant entities lags behind,the ecological and economic benefits can hardly develop in coordination,the public policy guidance and support are uneven,and the people in poverty lack ecological motivation to get rid of their predicaments.In this regard,the long-term measures of ecological poverty alleviation are advanced from development concept,resource endowment,policy design and endogenous motivation for poverty alleviation.
