There is much difficulties while Radio and Television university transiting to Open University.we need to focus on the most important problem that is the ability and the quality of teachers during the period of transition,especially the head teacher’s work is particularly noteworthy,their management concept,professional ability,learning ability,service innovation ability of the comprehensive quality,is the issue of Radio and Television university need attention during the period of transition.
