Research on the Concerted Innovation among Government,Industry,Education,Academy,and Customer's Need in Local Areas under the Ideal of Innovative Development

政产学研用协同创新是提升地方竞争力、助力地方放大创新乘数效应的必然选择。但当前地方创新体系中政府角色职能定位不明,企业参与热情低迷,高校智力资源浪费严重,科研院所地位作用孤立,用户需求没有得到重视。究其原因,可以概括为"四缺两多",即缺乏协同创新的制度体系,缺乏协同创新的目标规划,缺乏互利互惠的激励机制,缺乏合作共赢的创新文化;交流沟通的组织壁垒多,协同创新的形式主义多。进入新时代,推动地方政产学研用协同创新走向纵深有六个着力点,即健全协同创新制度体系,明确协同创新目标规划,完善利益分配激励机制,培育合作共赢创新文化,打破组织交流沟通壁垒,克服协同创新形式主义。应通过持续的改革,以地方政产学研用协同创新为抓手,推动创新创业高质量发展,打造"双创"升级版。

Concerted innovation among government,industry,education,academy,and customer’s need should be regarded as the inevitable choice for local areas to improve their competitive ability and amplify their innovation multiplier effect.But currently in the innovation system of local areas,the role and function of government is not clarified,enthusiasm of the enterprises for participation is quite low,intelligence resources of universities are seriously wasted,the function and position of scientific and technological institutes are isolated,and the need of customers doesn’t get enough attention.To explore the reason of these phenomenon,it may be summarized as“four being lacked and two being too much”:the system of concerted innovation is lacked,the aim and plan of concerted innovation is lacked,the encouraging mechanism with mutual benefit is lacked,and the innovative culture with win-win cooperation is lacked;the organizational barrier for communication is too much,and formalism in concerted innovation is too much.Now when entering the new era,it is important to promote the concerted innovation of local areas among government,industry,education,academy,and customer’s need,and there are six points where we can make efforts for the concerted innovation to be carried out in depth:complete the system of concerted innovation;clarify the aim and plan of concerted innovation;consummate the encouraging mechanism of benefit distribution;cultivate the innovative culture of win-win cooperation;break the barrier of communication among the organizations;and overcome the formalism of concerted innovation.Through continuous reform it is possible to do well in the concerted innovation of local areas among government,industry,education,academy,and consumer’s need,and push forward the development with high quality of innovation and entrepreneurship so as to create the upgrade version of“mass entrepreneurship and innovation”.
