关于深化澜沧江-湄公河合作的思考

Thoughts on Deepening Lancang-Mekong Cooperation

当前,湄公河国家在新时代中国推动形成全面开放新格局中的地位更加凸显,扩大对外开放要重视深化澜沧江—湄公河合作。中国与湄公河国家具有成为命运共同体的天然条件,要推动构建澜沧江—湄公河国家命运共同体成为中国构建人类命运共同体的先导。澜沧江—湄公河次区域是丝绸之路经济带与21世纪海上丝绸之路的交汇地带,湄公河国家是"一带一路"建设的天然伙伴。澜沧江—湄公河合作机制是中国重点投入和打造的周边合作平台,是中国推进周边外交的重要创举,是中国推动与东盟国家关系发展的重要抓手。澜沧江—湄公河合作启动以来,中国国家领导人高度重视取得显著成效,当前,已经具有深化合作的社会和民意基础。我们要顺势而谋,坚持以构建人类命运共同体的先导为目标,以"三感三得"理念为准则,突出重点与整体推进相结合,注重发挥中央和地方两方面的积极性,发挥云南省的独特作用,更加积极主动地推进澜沧江—湄公河合作,推动构建澜沧江—湄公河国家命运共同体。

At present,the role of Mekong countries in China’s promoting comprehensive opening-up in the new era becomes more and more important,we should attach importance to deepen Lancang-Mekong cooperation in China’s opening-up.China and the Mekong countries have natural conditions to become a community of common destiny,promoting building a community of shared future for Lancang-Mekong countries should be a forerunner of China’s efforts to building a community of shared future for all mankind.Lancang-Mekong sub-region is the intersection of Silk Road Economic Belt and 21st Century Maritime Silk Road,and the Mekong countries are natural partners in the BRI building.Lancang-Mekong cooperation mechanism is a cooperation platform for China and its neighboring countries that China is mainly building,it is China’s important initiative in advancing its neighboring diplomacy,and is very important for China to promote its relations with ASEAN countries.Since the launch of Lancang-Mekong cooperation,Chinese leaders have attached great importance to it,there is social and public opinion foundation fora deepening cooperation.We should go with the flow,and stick to the goal of building the forerunner of a community of shared future for mankind,based on relative concepts,combine highlighting the key points with the whole advancement.We should give full play to the initiative of the central and local governments,promote Lancang-Mekong cooperation more actively and build a community of common destiny for Lancang-Mekong countries.
