The Interpretation on the New Political Parties Laws of Thailand

相对1997年以来的政党法而言,2017年泰国正式颁布的新政党法做了较大的修正,一方面,通过提高建党门槛、健全政党组织机构、强化党员的政党意识等措施,推动泰国建立能够代表各地区利益的全国性大型政党,完善和健全政党制度;另一方面,新政党法又作为军人集团抑制政党势力的政治斗争工具,通过强化对违规政党的惩罚力度、加强司法和独立机构的权力等降低了政党的政治地位和影响力,挤压政党的活动空间,抑制"一党独大"局面的形成,从而保障传统权力集团与政党势力的政治权力平衡。

Compared with the 1997 Parties Law,the 2017 Organic Law on Political Parties made some major amendments.The new law is expected to promote establishment of nationwide parties and perfect system of political parties by lifting criterion for founding of parties and perfecting structure system of political parties and strengthening party members’party awareness.On the other hand,the new party law,as a tool,is used by the current junta to decrease political status and influence of political parties,shrink parties’activity space,and prevent formation of one party domination by strengthening punishment of parties which violate laws and giving more power to judicial and independent organs,so as to rebuild balance of power between traditional authority clique and political parties.
