摘要
东南亚是"一带一路"倡议的结合部和重要枢纽,是中国企业走向国际市场的重要驿站和主要地区。截至目前,中国在东盟国家创建了14个境外产业合作园区,是中国与东盟合作的新模式,承载着中国与东盟产能合作与企业国际化战略的重任。通过企业调研,笔者发现,目前中国在东盟设立的境外产业合作园区不仅存在国内政策支持欠缺、企业缺乏经营战略、国际化人才支撑不足、融资困难、盈利模式单一等问题,而且面临着东道国政治动荡、法律不规范、政策多变、文化传统差异造成的投资风险。中国政府和企业应认真总结经验教训,通过双边谈判解决投资政治风险,还要转变投资经营策略,减少经营风险。
ASEAN is an important post and region for Chinese enterprises to move towards the international market.Up to now,China has established 14 overseas industrial cooperation parks in ASEAN,which is a new mode of cooperation between China and ASEAN,and bears heavy responsibility of production capacity cooperation between China and ASEAN and enterprise internationalization.Through investigation,the authors found the overseas industrial cooperation parks not only have some problems,such as lack of domestic policy support,lack of operation strategy,lack of international talent support,difficulties in financing,and too simple profit model,but also face investment risk caused by political turmoil,irregular laws,changeable policies and cultural traditions.Chinese government and enterprises should earnestly sum up experience and lessons,solve investment political risks through bilateral negotiations,and change investment and management strategies to reduce operational risks.
