福建省农业农村改革:成效、形势与对策

Achievements,Situation and Countermeasures of Agriculture and Rural Areas in Fujian

【目的/意义】改革是推动农业农村发展的不竭动力,深化农业农村改革,创新农业农村发展机制,有利于推进农业农村现代化发展。【方法/过程】通过总结分析改革开放40年来福建农业农村改革的主要成就和基本经验,研判新时代农业农村发展面临的新形势新任务,提出新一轮农业农村改革开放的新思路新举措。【结果/结论】进一步深化福建省农业农村改革,一要围绕实施乡村振兴战略,建立健全制度体系;二要围绕建设特色现代农业,持续推进农业供给侧结构性改革;三要围绕完善农村基本经营制度,持续推进集体产权制度改革;四要围绕构建"三农"投入稳定增长机制,健全农业支持保护制度;五要围绕打赢精准脱贫攻坚战,创新扶贫工作机制;六要围绕扩大农业对外开放,加快建立开放型农村经济新机制。

【Objective/Meaning】Reform is an inexhaustible motive force to promote the development of agriculture and rural areas.This study was aimed to further deepen agricultural and rural reform,innovate the agricultural and rural mechanism system,and provide several suggestions and countermeasures.【Methods/Procedures】In this paper,we summarized and analyzed the main achievements and basic experiences of the agricultural and rural reform in Fujian Province in the past 40 years of reform and opening-up,studied and judged the new situation and new tasks faced by the agricultural and rural development in the new era,and put forward new ideas and new measures for the new round of agricultural and rural reform and opening-up.【Results/Conclusions】Suggestions on further deepening agricultural and rural reform in Fujian were as follows:(1)to establish and improve the mechanism system for implementing rural revitalization strategy;(2)to constantly promote structural reform of agricultural supply side to construct the characteristic modern agriculture;(3)to constantly promote the reform on collective property rights policy to improve the rural basic operation system;(4)to improve the agricultural support and protection system to guarantee a steady input growth for"three rural";(5)to innovate the mechanism of poverty alleviation in order to win the battle against poverty;(6)to accelerate the establishment of a new mechanism for open rural economy to expand agricultural opening to the outside world.
