乡村振兴背景下乡村治理的挑战与解决路径——基于德治的视角

Challenges and Solutions of Rural Governance under the Background of Rural Revitalization from the Perspective of Rule of Virtue

党的十九大报告提出健全自治、法治、德治相结合的乡村治理体系,首次把德治纳入乡村治理的范畴,此举有利于完善乡村治理格局。乡村振兴背景下乡村治理面临着严峻挑战,道德问题尤为突出。在此背景下,需要构建与时代相适应的文化体系,牢牢掌控意识形态的领导权,积极培养和践行社会主义核心价值观,提升乡村德治水平。

The reports of the 19th National Congress of the Communist Party of China noted that it is necessary to improve the rural governance system that combines autonomy,rule of law and rule of virtue.And it is the first time to incorporate the rule of virtue into the category of rural governance,which will be beneficial to the improvement of the pattern of rural governance.Under the background of the rural revitalization,the rural governance is facing severe challenges,especially the moral problems:the disintegration of the rural traditional cultural system,the decentralization of ideology and the serious landslides in the countryside.To solve the moral problems of rural governance,it is necessary to integrate the concrete practice,construct the rural cultural system with the times,firmly control the leadership and discourse power of ideology,actively cultivate and practice the socialist core values,and constantly upgrade the level of rural rule of virtue.
