摘要 海绵城市建设PPP项目的风险分担问题是项目各参与方的关注点,合理的风险分担是推动项目健康发展的关键所在。针对海绵城市建设PPP项目的风险分担配比问题,分析项目的风险分担影响因素,建立风险分担指标体系,应用AHP和TOPSIS方法构建海绵城市建设PPP项目风险分担模型,确定项目中各参与者的风险分担比率接近最优解的方案。通过案例分析,验证该方法的合理性和可行性。 The risk sharing of PPP project in sponge city construction is the focus of all participants in PPP project,reasonable risk sharing is the key to promote the healthy development of the project. Aiming at the problem of risk sharing ratio of PPP project in sponge city construction,this paper analyzes the risk sharing influencing factors of the project,establishes the risk sharing index system,uses AHP and TOPSIS method to construct the risk sharing model of PPP project in sponge city construction,and determines the scheme that the risk sharing ratio of each participant in the project is close to the optimal solution. Finally,verifies the rationality and feasibility of the method theough case analysis.
