面向徐州市战略性新兴产业发展的创新政策探析

On innovation policy facing the development of Xuzhou's strategic emerging industries

为了解决核心关键技术缺乏、自主可控的科技创新能力不强、创新政策体系不健全等制约徐州市战略性新兴产业持续快速发展的瓶颈问题,结合国家层面科技创新政策现状,从徐州市战略性新兴产业实际情况出发,开展了面向徐州市战略性新兴产业发展的供给侧改革研究,提出了聚焦重点领域,培育领先市场;聚力创新驱动,培育龙头企业;优化生态环境,树立品牌意识;降低金融风险,加大招商引资;引培高端人才,实施双创工程等对策建议.

The present problems,such as the lack of key technologies,the weak ability of scientific and technological innovation,and the imperfect innovation policy system,have restricted the sustained and rapid development of strategic emerging industries in Xuzhou.In order to solve these problems,this paper analyzes the current situation of scientific and technological innovation policies.It also analyzes the study on supply-side reform of strategic emerging industries according to the actual situation of strategic emerging industries in Xuzhou,which has drawn the following suggestions.Firstly,focus on key areas and cultivate leading markets.Secondly,focus on the innovation and drive to cultivate leading enterprises.Thirdly,optimize the ecological environment and establish brand awareness.Fourthly,reduce financial risks and increase investment attraction.Last but not least,attract high-end talents and implement dual-venture projects.
