全球治理变革背景下中国特色国际公共产品供给范式

Paradigm of International Public Goods Supply with Chinese Characteristics under the Background of Global Governance Reform

当前全球治理正处在深刻变革中,这为中国的参与带来了历史性机遇与挑战。基于自身的国际定位,中国把提高国际公共产品供给能力视为引领全球治理变革的重要契入点。构建与之相适应的国际公共产品供给范式,需要从理念、战略、策略、行动等方面入手,坚持中国元素与世界需求相结合,形成完整的理论与实践体系。从"一带一路"建设、新型国际关系到人类命运共同体等倡议的提出及其推进,中国特色的国际公共产品供给逐渐从物质向制度、理念等更多层面扩展,这对于全球公共产品供给体系的完善以及全球治理结构的合理化必将产生深远影响。

Global governance is undergoing profound transition nowadays, which brings out opportunities and challenges for China' s participation. Based on its own international position,China takes the improving of the capacity of international public goods supply as the entry point of leading global governance. We need start from the aspects of idea,strategy,tactic and action to construct the corresponding paradigm of international public goods supply,and form a complete theoretical and practical system on the basis of Chinese elements and world de-mand. With putting forward and advancing of " one belt and one road",new type of international relations and community of shared future for mankind,the international public goods with Chinese characteristics expands from material to institutional and conceptual level. This will have far-reaching effect on the improvement of supply system for global public goods and the rationalization of global governance structure.
