构建乡村安全保障型社会系统的总体国家安全观研究

我国正处于全面建成小康社会的决胜阶段,全面小康首先应该是既有安全又有良好保障的社会,即安全保障型社会。全面小康更应该是全体社会成员共享的小康,即城市居民和乡村居民共同致富、共享发展成果的小康。城市居民的生活水平已经大幅度提升,而乡村发展还有很大的空间,乡村民众的生活水平和幸福指数都需要进一步提升。国家安全发展需要以乡村的安全发展为基础,文章从系统控制论的角度剖析在总体国家安全观的指导下如何构建乡村安全保障型社会系统。

Our country is in the decisive stage of building a well-off society in an all-round way. The overall well-off society should first be a society with both security and good security, that is, a safe and secure society. The overall well-off society should be a well-off one shared by all members of the society, that is, the urban residents and the rural residents become rich together and share the fruits of development. The living standard of urban residents has been greatly improved, but there is still much room for rural development. And the living standard and happiness index of rural people need to be further improved. The development of national security needs to be based on the development of security in rural areas. This paper analyzes how to build a rural security social system under the guidance of the general concept of national security from the perspective of system cybernetics.
