基于层次分析法的集中连片特困地区旅游扶贫效果评估与分析——以湖南省武陵山片区为例

Evaluation and Analysis of Tourism Poverty Alleviation Performance in Concentrated Contiguous Poverty-stricken Areas by AHP——Taking Wuling Mountain Area of Hunan Province as an Example

旅游扶贫通过开发利用贫困地区的旅游资源,组织贫困人口参与并受益,从而减缓贫困。集中连片特困地区拥有一定的旅游资源,旅游扶贫已成为脱贫攻坚和可持续发展的重要方式。为了解集中连片特困地区旅游扶贫效果,选取湖南省武陵山片区作为研究对象,运用层次分析法从政策、经济、社会、文化、生态和技术等六个层面综合评价旅游扶贫绩效。研究发现,该区域旅游扶贫绩效处于较好水平,扶贫效果明显,但各项指标与标准值存在一定程度的差距,可持续发展能力有待提高。建议采取"补短板、两手抓"的方式来提高湖南省武陵山片区旅游扶贫绩效,通过发挥政府引导作用,创新旅游扶贫运行方式,以互联网+智慧旅游提高技术效率等手段,促进旅游扶贫可持续发展,早日实现全面脱贫。

With the support of tourism poverty alleviation policy,poor people in poverty-stricken areas are organized to participate in and benefit from tourism development and utilization of tourism resources in these areas so as to alleviate their poverty.Since certain tourism resources can be found in concentrated contiguous poverty-stricken areas,tourism poverty alleviation has become an important way to free the local people from poverty and achieve sustainable development in these areas.In order to know about the effect of the performance of tourism poverty alleviation in concentrated contiguous poverty-stricken areas,by taking Wuling mountain area of Hunan province as the research object,and based on AHP(Analytic Hierarchy Process),the paper makes a comprehensive evaluation of the performance of tourism poverty alleviation from six levels:policy,economy,society,culture,ecology and technology.It is found that the performance of tourism poverty alleviation in the region is at a good level,and the effect is obvious.However,there is a certain gap between the indicators and the standard values and the capacity for sustainable development needs to be improved.It is recommended to adopt the method of“improving the weak links and developing both in a balanced way”to improve the performance of poverty alleviation in Wuling mountain area in Hunan Province.A sustainable development of tourism poverty alleviation is expected to be achieved by playing the role of government guidance,innovating the way of tourism poverty alleviation,and improving technical efficiency through“internet+smart”tourism so as to realize the complete eradication of poverty.
