基于土地外业变更调查的信息化技术研究

Research on Information Technology Based on the Survey of Land Industry Change

国内已经提出利用GPS、桌面软件GIS和PDA等手持设备进行外业调查、内业绘制的内外一体化土地调查方法,此方法确实能够提高土地调查效率,在一定程度上解决内外业分离带来的效率问题,但本文更进一步通过互联网平台实现对变更调查图斑数据的信息化管理,提出了基于土地变更调查数据的信息化管理模式,可对外业调查信息进行实时监控和督查分配,借助卫星影像技术对图斑信息进行空间叠加显示。该技术平台已在青岛市内投入使用,实践证明:通过该技术可节省土地调查相关人力物力成本,通过平台对调查进度、调查数据进行在线核查等方式在一定程度上提高了外测数据的时效性与数据检错直观性,为国家决策土地利用规划管理提供实时有效的决策依据。

Someone has proposed the use of GPS,GIS and PDA desktop software and other handheld devices outside the industry survey,the integration of land survey methods in industry drawing,this method can improve the efficiency of land survey,to some extent,to solve the efficiency problem caused by the separation of inside and outside the industry,and this paper further through the Internet platform to achieve visual management for spot data of the change survey,puts forward the information management mode of land change survey data based on external survey information for real-time monitoring and supervision of distribution,using satellite imaging technology to spot information overlay display.The platform has been put into use in the city of Qingdao,and be proved that it can save the land survey manpower cost through the technology,based on the progress of the investigation of survey data platform,online verification etc.to a certain extent,improve the timeliness of data and the measured data by checking the intuitive,real-time effective decision support for the government the decision of land use planning and management.
