摘要 高新能源占比对多类型电源协调的有功控制提出了更高要求。分析市场、政策、"三公"调度等因素对于多源协调有功控制的挑战。对新能源调度公平性进行了严格的数学描述,提出了多源协调有功控制模型及求解策略。该模型以市场环境下新能源最大化消纳为目标,以调峰、安全稳定与公平调度为约束。其求解策略能够实现适应复杂电网工况与风/光资源条件的新能源最大化消纳,并实现市场交易电量的合理分摊。开发的控制系统已在多个省级电网投入应用,运行结果证明了策略的正确性与有效性。 To achieve high renewable power penetration level grid integration, higher requirements for the multi-resource power generation active power control must be set. This paper analyzes the challenges of multi-resource coordinated active power control, such as power market, policy and “equality, equity and publicity” dispatch. With fairness of renewable energy dispatch described mathematically, a multi-resource coordinated active power control model is proposed. This model aims at maximizing the renewable energy consumption in power market environment with constraints of power system security and stability, peak load regulation and fairness power dispatch. The control strategy adapts to the complex network conditions and maximizes the renewable energy consumption, especially wind and solar, and implements reasonable allocation of electric power market transactions. The control system has been applied in several provincial power grids. Correctness and effectiveness are proved during system operation.
