科技创新政策体系建设研究——以吉林省为例

Research on the Construction of Science and Technology Innovation Policy System Science Management——Take Jilin Province for Instance

科技创新是提高社会生产力和综合国力的战略支撑,创新驱动发展战略是我国的重要战略,全国各省市都在积极进行创新政策体系建设和改革。当前,吉林省的经济社会发展进入了重要阶段,对吉林省创新能力建设提出了更新、更高的要求,吉林省对科技创新政策体系建设也愈加重视,相继出台了一系列政策措施,有效改善了吉林省科技创新的法制环境。但吉林省的科技创新政策体系建设目前仍存在人才激励政策尚待完善、对中小企业的金融支持有待加强、科技创新政策的量化程度欠缺、科技创新政策总数较少等问题,吉林省需结合本省的科技和经济发展现状,不断完善人才引进和鼓励政策;细化和量化相关科技创新政策条例;加强政府财政支持;引进社会金融资源;加强政策监督,促进体系内各组织协调发展。

Scientific and technological innovation is the strategic support for improving social productivity and comprehensive national strength.Innovation-driven development is an important strategy of China.All provinces and cities across the country are actively engaged in the construction and reform of innovation policy system.At present,the economic and social development of Jilin Province has entered into an important stage,and the new tendency has put forward new and higher requirements for the innovation capacity of Jilin Province.Jilin Province has paid more and more attention to the construction of science and technology innovation policy system,and successively introduced a series of policy measures to effectively improve the legal environment for scientific and technological innovation in Jilin Province.However,the construction of science and technology innovation policy system in Jilin Province still needs to be improved,the financial support for small and medium-sized enterprises needs to be strengthened,the scientific and technological innovation policies is far from enough and needs to be enhanced and made in details.Jilin Province needs to constantly improve the talent introduction and encouragement policies according to the practical status of the scientific and technological development of the province;refine and quantify relevant science and technology innovation policy regulations;strengthen government financial support;introduce in social financial resources;strengthen policy supervision and promote coordinated development of organizations within the system.
