自由贸易港人员自由流动管理的制度创新研究

System Innovation of Free Movement Management of Personnel in Free Trade Ports

党的十九大报告提出建设自由贸易港,这是国家深化改革,扩大开放的有力之举。货物、资金、人员的自由流动是自由贸易港的特征,结合中国的经济与贸易特色,自由贸易港应该是一个"城港",而不仅仅是"货港"。人员的自由流动是自贸港建设的基础,人才集聚是产业发展的动力。自由贸易港应集聚全球的高端人才,在多方合作与产业参与中,通过外溢效用,带动各类要素的转型升级,提升产业竞争力。借鉴国际经验,针对人员自由流动面对的政策有待放开、社会环境还需适应国际化趋势、需要提升人才集聚的核心吸引力等问题,建议逐步推进,稳步放开;一线放开,二线管住;提升公共与社会服务水平;互联网与信息应用的国际化;培育国际优势产业。

The report of the Nineteenth National Congress of the Communist Party of China proposed to build free trade ports,which was a powerful measure for the country to deepen reform and expand opening up.Free movement of goods,funds and personnel is the characteristic of free trade ports.Considering China's economic and trade characteristics,free trade ports should be a"city port"rather than just a"cargo port".Free movement of personnel is the foundation of the construction of free trade ports,and talent gathering is the driving force of industrial development.Free trade ports should gather high-end talents from all over the world.In the process of multi-party cooperation and industrial participation,they should promote the transformation and upgrading of various elements and enhance industrial competitiveness through spillover effects.Referring to international experience,in view of the problems of policy for talent flow to be opened,social environment to be adapted to the international trend,and the need to enhance the core attractiveness of talent gathering,it is suggested that we should take a gradual promotion and steadyopenness measure with the firstline be liberalized and the secondline be under control.We shouldalso improve the level of public and social services,facilitate advanced application of Internet and information,and cultivate dominant industries in the international market.
