摘要
PPP与REITs相结合是解决PPP项目融资难、完善社会资本交易与退出机制、发展PPP二级市场、增强PPP流动性等的重要举措之一。论证PPP-REITs的可行性与现实意义,设计完整的PPP-REITs运作模式,并结合PPP项目特征分析需要重视的若干问题,最后为推广PPP-REITs提出相应的政策建议。
The combination of PPP and REITs is one of the important measures for PPP projects to solve financing difficulties,help social capital to transaction smoothly,develop secondary market and increase the liquidity. On the basis of demonstrating the significance and feasibility of PPP-REITs,this paper designs a complete operation model of PPP-REITs and analyzes some critical issues in combination with the characteristics of PPP projects,finally proposes policies and suggestions for promoting PPP-REITs.
