地方高校“质量工程”项目管理机制的探索与实践——以广东海洋大学为例

Exploration and Practice of Management Mechanism of Quality Engineering Projects in Local Colleges——Taking Guangdong Ocean Universityas an Example

科学有效的管理是高校"质量工程"项目实施的重要保障。文章分析了"质量工程"项目建设中普遍存在的问题,重点介绍了广东海洋大学克服以往存在的重立项轻建设、重数量轻质量、重结果轻过程现象的做法,形成常态化的管理机制。通过加强顶层设计,统筹规划,建立健全项目评价机制,抓住项目评审立项、年度考核和结题验收三个关键环节的质量监控,做到了自由竞争与整体布局相结合,全程管理与关键环节重点监控相结合,项目建设成效与资源配置相结合,有效解决了项目重复建设、有头无尾、经费使用效益不高等问题,显著提升了项目实施效能。

The scientific and effective management is an important guarantee for the implementation of quality engineering project in colleges and universities.Based on the analysis of the general problems in the implementation of quality engineering project,the article mainly introduces the phenomenon that Guangdong Ocean University has established the former phenomena of emphasizing implementation,quantity and quality,and attaching importance to results and processes.It has formed the normal management mechanism.By strengthening the top-level design,planning as a whole,establishing and perfecting the project evaluation mechanism,grasping the quality control of the three key links of project evaluation and establishment,annual examination and completion acceptance,the school has achieved the combination of free competition and overall layout,combination of whole process management and key link monitoring,combination of project implementation effect and resource allocation.The method can effectively solve the implementation problems such as repeated establishment with no end and low benefit in the use of funds.The efficiency of project implementation has been greatly improved.
