通过对采购与招标关系的分析,从招投标相关法律法规的要求、工程总承包相关管理规范及工程总承包现实操作的可行性与经济性等方面入手,对工程总承包的项目承包人在为实施中标项目而开展的采购中是否都需要选用招标的方式进行了探讨,以期能更好地发挥工程总承包模式的积极作用。

Through the analysis of the relationship between purchasing and bidding,bidding requirements of relevant laws and regulations related to management of the general contractor specifications and practical operation of the general contractor of aspects,such as the feasibility and economy of engineering general contracting project contractor in procurement for the implementation of the winning project to carry out whether need to choose the tender way are discussed in this paper,in order to better play to the positive role of engineering general contracting mode.
