新型显示制造业产能低端化分析与提升路径——以鄂湘赣地区为例

供给侧结构性改革将"去产能"列为首要任务,其实质为扩大中高端供给,增强供给结构对需求变化的适应性和灵活性,提高全要素生产率。新一代信息技术产业已被确立为我国七大战略性新兴产业之一。《长江中游城市群发展规划》将鄂湘赣三省城市群定位为我国经济新增长极,强调三者协同发展以新一代信息技术产业为首的战略性新兴产业。作为新一代信息技术产业主要细分领域之一,新型显示器件的技术水平直接影响着整个信息产业的发展。本文使用Malmquist指数法对鄂湘赣新型显示制造业的产能低端化程度进行测算,发现其存在着"轻技术创新,重规模扩张"的低端化发展弊病,并提出了制定鄂湘赣新型显示制造业区域协同创新整体规划、建立并完善跨区域科技创新资源共享机制、不断提升新型显示制造业新产品开发技术含量等提升路径。

Structural reform of supply-side takes"cutting excessive industrial capacity"as the primary task of which the connotation is to expand the middle and high end supply,enhance the adaptability and flexibility of the supply structure to the change of demand,and improve the total factor productivity.The new generation of information technology industry has been established as one of the seven strategic emerging industries in China.The development plan of the middle reaches of the Yangtze River positions the urban agglomeration of the Hubei province,Hunan province and Jiangxi province as the new growth pole of China's economy and emphasizes the synergistic development of Hubei-Hunan-Jiangxi strategic emerging industries led by the new generation of information technology industry.As one of the main subdivision areas of the new generation of information technology industry,the technical level of the new display devices has a direct impact on the development of the whole information industry.This paper calculates the degree of low-end capacity of Hubei-Hunan-Jiangxi new display manufacturing industry with Malmquist index method to measure and analyze the changing trend of total factor productivity from the industrial level.It is found that there is a low-end development disadvantage of"weak technology innovation with strong scale expansion".Therefore,this paper proposes upgrade paths such as improving the overall planning of new display manufacturing regional collaborative innovation in Hubei-Hunan-Jiangxi and sharing mechanism of cross-regional technological innovation resources.
