邓子恢主政中南时的工会工作思考及其实践

Reflections on Trade Union Work in Central South Region Led by Deng Zihui

新中国成立后的头三年,整个国家百废待兴,作为当时全国六大行政区之一且人口最多的中南大区最高领导者,邓子恢一方面继续在其所擅长的农业、农村、农民领域大刀阔斧地推动土地改革,解放和发展生产力,提高群众生活水平;另一方面,为了更好地服务于全国解放大局和城市接收,展开和平时期的各项经济建设,严格按照中央新民主主义经济纲领,并结合中南地区实际,特别就工会工作在不同场合做了大量论述和富有成效的实践。他提出切实改造旧工会,建立新工会,保障工人合法权益,改善工人劳动条件,解决工人实际困难,坚决打击国民党残留分子和封建把头等正确主张,并坚决贯彻执行公私兼顾、劳资两利政策,强调应大力培养工会干部,使工会真正成为工人阶级和国家、政府之间的有效沟通桥梁。

In the first three years after the founding of New China,lots of affairs in the whole country were waiting to be completed.As the top leader of the Central South Region,which was one of the six largest administrative regions in the country,Deng Zihui continued to promote the land reform in the agricultural,rural and peasant areas,liberating and developing productive forces,and improving the living standards of the people.On the other hand,in order to better serve the overall situation of the national liberation and urban reception,and to carry out various economic constructions in the peacetime,he,strictly following the Central New Democratic Economic Program and combining the reality of Central and South China,had done a lot of discussions and fruitful practices,particularly on the Trade Union work.He proposed reforming the previous Trade Union,so as to establish a new one and protect the legitimate rights and interests of the workers by improving the working conditions of workers and solving the difficulties of the workers.He resolutely cracked down on the Kuomintang residual elements and feudalism,resolutely implemented the new policy,and emphasized that the Trade Union cadres should be vigorously cultivated so that the Trade Union can truly become effective communicating bridge between the working class and the government.
