福建省城乡基本医疗保障一体化的问题与对策

Problems and Countermeasures of Integration of Urban and Rural Basic Medical Insurance in Fujian Province

实施城乡基本医疗保险,是一项惠及全国的民生工程,对于消除城乡二元结构具有重要的意义。福建省城乡基本医疗保障制度一体化已经取得了一定的成果,但是仍然存在制度设计不公平、城乡医疗资源分配不平衡、重复参保严重等问题。文章将针对存在的问题提出构建统一医疗保障制度、加强政府干预职能、完善医疗保险信息管理系统3点对策,以促进城乡医疗保障一体化。

Implementing urban and rural basic medical insurance is a national livelihood project,which is of great significance to eliminate the dual structure of urban and rural areas.Some achievements has been made in the integration of urban and rural basic medical security system,but there are still some problems such as unfair system design,unbalanced distribution of medical resources and serious duplication of insurance in Fujian province.In view of the existing problems,it is proposed to build a unified medical security system,strengthen the government intervention function,improve the medical insurance information management system and promote the integration of urban and rural medical security.
