论人权视野下的教育精准扶贫

Educational Targeted Poverty Alleviation from the Perspective of Human Rights

以习近平为核心的党中央历来重视教育,在扶贫开发工作中一直强调教育的重要性。从人权保障角度来看,我国当前实施的以"教育脱贫"作为主要路径之一的精准扶贫开发事业,不仅促进并保障了贫困人口的受教育权,在实现贫困人口的生存权、发展权方面也具有重要意义。然而,在教育扶贫工作中,仍然存在相关立法缺位、教育贫困人口的主体地位未得到保障等问题。可通过树立教育精准扶贫法治理念,建立健全教育精准扶贫对象识别、多元主体参与、成果评估考核工作机制,充分发挥教育对精准扶贫开发的助推作用。

The CPC Central Committee with Comrade Xi Jinping at its core attaches great importance to education and its role in poverty alleviation and development. From the perspective of human rights protection, China’s current targeted poverty alleviation and development, which takes “educational poverty alleviation” as one of its main approaches, not only promotes and guarantees the education right of the poor population, but also plays an important role in realizing the subsistence and development rights of them. In the work of educational poverty alleviation, however, there are still some problems such as the absence of relevant legislation and unguaranteed subject position of the poor population in education. So it is necessary to have a legalization concept of educational targeted poverty alleviation and establish and improve the working mechanism of object identification, participation of multiple subjects and evaluation of alleviation achievements so as to give full play to the role of education in promoting targeted poverty alleviation.
