From the Belt of Transportation to the Golden Belt:New Orientation for the High-quality Development of the Yangtze River Economic Belt

长江经济带成为引领我国经济高质量发展的生力军的五条基本标准是:长江经济带一轴、两翼、三极、多点的生态环境能得到更多的修复和保护,沿江地区生态环境更加优美;长江经济带一轴、两翼、三极、多点的综合交通运输体系一体化水平更高,运输设施更加发达,生产要素流动更加顺畅;长江经济带一轴、两翼、三极、多点的经济发展要更加协调,通过建设沿流域的国内价值链,逐步缩小东中西地区发展差距;长江经济带一轴、两翼、三极、多点地区要坚决地撤除地方行政壁垒,使市场体系更加统一、开放、竞争、有序,让资源配置具有更高的效率;长江经济带一轴、两翼、三极、多点地区的体制机制的设计要科学合理,要使高质量发展的动力不断增强。今后长江经济带各地区坚持走高质量发展的道路,在体制机制模式上需要解决的最重要问题有:一是要对"强政府"模式的功能进行重新定位,对其活动内容进行重新界定;二是要重点把"弱市场"变为"强市场",让市场成为资源配置的决定性机制;三是在实现"强市场"的基础上,让"强政府"成为公共领域而非市场赢利领域的有效主体,成为强有力的公共产品提供者。

The five standards for the Yangtze River Economic Belt to lead a high-quality development of China are presented as follows, namely, more reparation and protection for the ecologic environment and more attractive sceneries, higher integrated transportation system and more advanced transporting facilities, more coordinated and well-bridged gaps between different reaches of the River, a more unified, open, competitive and orderly market system and efficient allocation of resources, and a more scientific and reasonable design for the mechanism and ever-growing high-quality development in the one axis, two wings, three poles and multiple points of the Yangtze River Economic Belt. There remain three principal issues to be solved for the high-quality development of the Yangtze River Economic Belt. Firstly, we should orient the functions of “government-dominating” mode and determine its contents from a new perspective. Secondly, we should put emphasis on the transformation from “market-insensitive” mode to “market-dominating” mode, and take the market as the decisive mechanism for the allocation of resources. Thirdly, based on the realization of “market-dominating” mode, we should regard “government-dominating” mode as the effective subject in non-profit fields, such as the public fields, and develop the government into a powerful supporter of public products.
