This paper researched the small and medium-sized cities reform taking Pingdu in Shandong as an example, analyzed the characteristics and development advantages of small and medium-sized cities, summarized the development laws and trends of small and medium-sized cities, and put forward corresponding development countermeasures according to the actual situation of Pingdu, so as to provide reference for the comprehensive reform and development of small and medium-sized cities throughout the country.
