我国基础设施领域PPP模式应用及融资模式研究

Application of PPP to Infrastructure Construction in China and Financing Methods

一直以来,我国基础设施建设整体建设时间长、投资高且运营管理成本高,这部分建设项目多垄断于政府部门,从而导致地方政府债务负担过重。通过PPP模式运用可以有效引入社会资本,提高资金使用效率。我国基础设施领域应用PPP模式有其必要性和优势,但也存在一定风险。其融资过程中还存在很多问题,需要进一步完善融资体制,强化政府建设,完善制度建设,深化项目建设。

It is of necessity and distinct advantage to apply PPP to China's infrastructural construction because it is able to utilize social capitals and improve capital efficiency to relieve local governments from heavy debts as a result of long-term construction,large investment and high operation costs.However,further improvement of financing system,reinforced government construction and perfected systems are still in urgent need to avoid the risks and problems resulting from the financing method.
