我国政府购买公共体育服务的边界控制与条件约束

Boundary Control and Constraints on Government Purchases of Public Sports Services in China

采用文献资料法、逻辑分析法等研究方法,以我国政府购买公共体育服务的边界为研究对象,从公共产品理论视角,探究我国政府购买公共体育服务的边界控制方式及相应的条件约束。研究认为,公共体育服务的本质为政府职能,政府购买公共体育服务的边界取决于政府的职能范围。以公共产品理论为基础,政府供给的公共体育服务包括纯公共体育产品、共享体育资源和部分俱乐部体育产品。针对不同类别的产品特征,结合政府职能的价值导向性,阐述了不同类别的公共体育服务对应的购买边界控制范围与原则。研究还进一步对政府购买公共体育服务边界控制提出了法律、制度、经济和社会4大约束条件,以确保政府购买公共体育服务的边界控制在合法、合规、合理、合情的范围内。

Using literature review and logic analysis,this paper discussed the boundary of government purchases of public sports services in China and explored approaches to boundary control and corresponding constraints in this regard from the perspective of Public Product Theory. The public sports services,by theirvery nature,are government functions,and the essence of boundary control of government purchasing public sports services is depended on the range of govern-ment’s functions. According to Public Product Theory,public sports services provided by the government include pure public sports products,shared sports re-sources,and some club sports products. This paper expounded the scope and principle of purchase boundary control corresponding to different categories of pub-lic sports services,depending on their characteristics and considering the value orientation of government functions. The study proposed further legal,institu-tional,economic and social constraints on the boundary control over government purchases of public sports service,in order to ensure that it is within a legal,compliant,logical and reasonable scope.
