我国31个省级政府公共体育服务效率评价及影响因素研究

Efficiency Evaluation and Influencing Factors of Public Sports Service in Thirty-One Provincial Governments in China

公共体育服务财政支出效率评价对于公共体育服务事业的持续发展具有重要作用,运用模型分析法,分析、测度了2011—2015年31个省级政府公共体育服务投入产出的效率,并对影响省级政府公共体育服务财政效率因素进行了分析。研究结果表明:我国31个省级政府2011—2015年综合效率稳定性较差,离散程度较大,各地区公共体育服务财政效率差距较大;31个省份公共体育服务全要素生产率、综合效率变化值、技术变化稳定性较差,纯技术效率变化和规模效率变化的稳定性相比较于其他指标,差距相对较小;各地区间公共体育服务效率差异巨大,且效率水平会受到经济发展、财政支出结构、公众受教育水平和社会发展等因素的影响,其中,财政分权情况、人均GDP 2个指标对公共体育服务财政效率产生正向作用,人口密度和大专文化程度以上人口占比和公共体育服务财政效率呈负相关,仅有大专文化程度以上人口占比与公共体育服务财政效率具有显著相关性,我国公共体育服务事业发展需要致力于改善可控因素,这有益于公共体育服务效率的提升。

The efficiency of public expenditure on public sports services plays an important role in the sustainable development of public sports services.The model analysis method is used to analyze and measure the efficiency of input and output of public sports services of 31 provincial governments in 2011-2015,and influence the provincial government.The financial efficiency factors of public sports services were analyzed.The results showed that the comprehensive efficiency of 31 provincial governments in China from 2011 to 2015 is relatively poor and the degree of dispersion was large.The financial efficiency of public sports services in different regions was quite different.The total factor productivity,overall efficiency,value and technical changes of public sports services in 31 provinces were relatively poor.The stability of pure technical efficiency change and scale efficiency change was relatively small compared with other indicators.The efficiency of public sports services in China varies greatly,and the efficiency level will be affected by factors such as economic development,fiscal expenditure structure,public education level and social development.Among them,fiscal decentralization and per capita GDP are two indicators for public sports services.The fiscal effi-ciency has a positive effect.The population density and the proportion of the population above the tertiary education level are negatively correlated with the financial efficiency of public sports services.Only the proportion of the population above the tertiary education level is significantly correlated with the financial efficiency of public sports services.The development of service business needs to improve the controllable factors,which is beneficial to the efficiency of public sports services.
