中国南海远海渔业从业者风险研究——以海南省为例

On risk study of fishery practitioners in the pelagic waters of the South China Sea: A case study of Hainan

发展海洋渔业是建设海洋强国和响应"一带一路"倡议的重要内容之一,但其从业者风险亟待有效化解。以海南省南海远海渔业从业者为例,采用似无关回归分析法,研究中国南海远海渔业从业者感知风险和风险态度的影响因素。结果显示:南海远海渔业从业者的卷入程度、家庭人口、在南海呆多久、是否加入合作社、年收入、从业时间、抓扣经历、个人特征中的性别和身份等指标不同程度的影响着从业者的感知风险;从业经历、个人特征中的年龄、从业时间、居住地区、学历、政治面貌等指标不同程度的影响着从业者的风险态度。研究结论对政府部门制定南海远海渔业的管理政策具有一定的参考价值。

To realize the goals of a powerful ocean nation and the Belt and Road Initiative,we must develop marine fisheries,and the development of marine fisheries must also resolve the risks of marine fishery practitioners.Taking Hainan marine fishery practitioners as an example,a quasi-irrelevant regression analysis is used to study the influencing factors of risk perception and risk attitudes of pelagic fishery practitioners.The results show that:the degree of involvement of fishery practitioners in the South China Sea,the family population,and time they spend in the South China Sea,whether joining a cooperative have significantly and positively affected the perceived risks of practitioners.The experiences of arrest and detention have negatively impacted the perceived risks of practitioners.The gender and identity in personal characteristics have negatively impacted the perceived risks of practitioners.Working hours and career experiences have significantly and positively impacted the perceived risks of practitioners.The age and working hours have positively affected the risk attitudes of practitioners,and the residential areas and academic qualifications have significantly and negatively affected the risk attitudes of practitioners.The conclusions of this paper may have certain reference value for the government to formulate marine fishery policy.
