保障性住房政策是国家为保障和满足低收入阶层基本生活需求而采取的补偿性政策,对维护社会公平、促进社会和谐具有重要而深远的意义。保障性住房的分配与监管是确保保障性住房政策切实落地与有效推行的重要保障,应秉持覆盖精准、需求匹配和高效管理的基本原则。从组织管理视角分析,当前我国保障性住房在分配与监管方面仍存在相关主体组织定位不明确、权责不清晰、运行机制不顺畅和执行能力较弱等突出问题,这主要因为相关法律法规不健全、利益的诱因与职业操守的失位、有关行政管理的缺位以及传统思维观念制约等诸多因素导致的。因此,保障性住房分配与监管应深入推进保障性住房立法工作,保障监督过程有法可依;强化政府组织管理,激发社会第三方监管职能;构建信息化管理系统,优化组织审批程序;构建长效组织监督机制,推进信息公开建设。以期为推动保障性住房分配与监管工作更加科学、合理和有序开展提供参考。

The indemnificatory housing policy is a compensatory one that the state takes to ensure and meet the basic needs of low-income groups,and it is very important and profound for the maintenance of social equity and the promotion of social harmony.The distribution and supervision of indemnificatory housing is an important guarantee for the indemnificatory housing policy to be effectively implemented and enforced.The basic principles of accurate coverage,matching needs and efficient management should be upheld in the distribution and supervision of indemnificatory housing.From the perspectives of organizational management,outstanding problems still exist in the distribution and supervision of indemnificatory housing,such as the unclear location of subject organizations,the unclear division of rights and responsibilities,the failure of mechanisms in working well and the weakness of implementation capacity,which are all caused by the factors of the imperfect laws and regulations,the temptation of profit and the loss of professional integrity,the lack of related administration and the constraints of traditional ideas.It is put forward that the legislation of indemnificatory housing should be promoted to make it sure that there are laws in place to monitor the process of supervision;the governmental organizational management strengthened and the regulatory functions of social third parties activated;an information-based management system constructed to optimize the organizational approval process;and a long-term mechanism for organization and supervision established to promote information disclosure,in the hope that the distribution and supervision of indemnificatory housing could be promoted in a more scientific,reasonable and orderly way.
