摘要
利用2007-2016十年数据,通过"阈值与绿值"二步测度方法,对全国及其省域阶段与水平进行判定,进一步揭示全国及其省域生态文明"阶段—水平"的格局演化规律、存在问题及其原因,据此提出了对策建议。研究表明:全国尚未完全进入生态文明阶段,正处于从工业文明向生态文明的过渡转化期,要实现完全进入生态文明仍然任重道远;东北、西部、中部和东部生态文明建设存在一个"渐进"的过程;建设生态文明要兼顾产业经济发展与生态建设而不能偏废其一。创新在于:事先辨识了生态文明与非生态文明的本质差异,根据阈值判定了已进入生态文明阶段的省域,根据绿值来判定"已入门"省域生态文明水平,从而克服了传统方法默认所有区域均"已入门"的弊端。

The study shows that:The whole country has not yet fully entered the stage of ecological civilization,and is in the transitional period from industrial civilization to ecological civilization. China still has a long way to go for fully entering the stage of ecological civilization;There is a gradual process in the construction of ecological civilization in Northeast,West, Central and East China;Both industrial economic development and ecological construction should be taken into account in the construction of ecological civilization,neither of them can be neglected. Innovation lies in:identifying the essential differences between ecological civilization and non-ecological civilization in advance,judging the provincial-level administrative areas that have entered the stage of ecological civilization according to the threshold,and determining the level of ecological civiliza. tion of“entry-level”provincial-level administrative areas in terms of the green value,thus overcoming the default that all re. gions have entered the stage of ecological civilization by means of traditional methods.
