国家自主创新示范区创新驱动发展动态评价体系研究——基于二次加权动态评价方法 被引量:16

摘要 文章以国家自主创新示范区建设目标和要求为切入点,从创新环境、创新投入和创新产出三个方面构建了包含6个一级指标和23个二级指标的创新驱动发展水平评价指标体系。应用基于二次加权的"纵横向"拉开档次动态评价方法,对2012-2016年合芜蚌国家自主创新示范区创新驱动发展水平进行动态评价,研究结果表明:合芜蚌国家自主创新示范区创新驱动发展不平衡,彼此间差异明显,影响每个示范区创新驱动发展环境影响因素各异。因此,政府部门要因地制宜制定相关优化政策,缩小彼此间差距,推进其均衡协调发展。 This paper takes the construction objectives and requirements of the national independent innovation demonstration zone as an entry point,and constructs the evaluation index system of innovation-driven development level that covers 6 first class index and 23 second class index from the three aspects of innovation environment,innovation input and innovation out? put. The paper makes the dynamic evaluation on the innovation-driven development level of Hefei-Wuhu-Bengbu National Independent Innovation Demonstration Zone from 2012 to 2016 by means of the“vertical and horizontal ”evaluation method based on the quadric weighted mean. The result shows that innovation-driven development of Hefei-Wuhu-Bengbu National Independent Innovation Demonstration Zone is unbalanced,and their differences are obvious. Therefore,the government should formulate relevant policies according to local conditions to narrow the gap between them and promote their balanced and coordinated development.
