绿色贸易壁垒对中俄农产品出口贸易的影响研究

Research on the Impact of Green Trade Barriers on the Export Trade of Agricultural Products between China and Russia

依据2000～2017年中国与俄罗斯农产品贸易数据,分析描述了中俄农产品贸易的规模与趋势、中俄农产品进出口的贸易比重与贸易结构,以及俄罗斯的绿色贸易壁垒实施状况。然后将数据导入贸易引力模型,实证检验了绿色贸易壁垒对中国出口俄罗斯的农产品贸易额的影响强度。结果表明,绿色贸易壁垒对中国出口俄罗斯农产品起到了阻碍作用,但相对于两国GDP和汇率因素,其影响还处于较低水平。在对俄农产品贸易出口领域,应建立健全食品安全管理体系和法律体系,同时完善农产品出口问题应对机制,依托"一带一路"倡议加强中俄贸易伙伴关系,以应对中俄农产品贸易的绿色贸易壁垒。

Based on the data of China-Russia agricultural trade from 2000 to 2017,this paper described the scale and trend of China-Russia agricultural trade,furthermore analyzed the proportion and trade structure of China-Russia agricultural trade.Then,the data were introduced into the trade gravity mode to test the impact of green trade barriers on the trade volume of agricultural products exported by China to Russia.The results show that the green trade barrier is an obstacle to Chinese exports of Russian agricultural products,but its impact is still at a low level compared to the GDP and exchange rate factors of the two countries.In the next area of agricultural trade and export to Russia,it is necessary to establish a sound food safety management system and legal system,improve the mechanism for dealing with the export of agricultural products,and take advantage of the Belt and Road strategy to deepen China-Russia trade,to respond the green trade barriers to China-Russia agricultural trade.
