岳麓秦简中的“作功上”与秦王朝大兴土木——兼论《诗·豳风·七月》“上入执宫功”句义

《岳麓书院藏秦简(肆)》2132+1998简是一条涉及官徒劳役分配的法令,它规定地方除留下必要的官徒外,其余官徒必须全部输作宫司空等中央营造机构,"作功上"。"功""上"的用法与《诗·豳风·七月》"上入执宫功"相同。功通攻,指葺治、营建。上,指上京、上都。两句均指上京服宫廷的力役。2132+1998简法令出台的背景是秦始皇统一后至秦二世时期大肆营建宫室和郦山墓等土木工程。

Strip No.2132+1998 in Volume 4 of the Qin Bamboo Slips Collected in Yuelu Academy is a decree about the distribution of forced labor of the criminals of government.It stipulates that all the criminals of government be sent to the central department of con-stmction(e.g.Gong Sikong)to“Zuo Gongshang”except the necessary ones who are left by the local authorities.The usage of“Gong”and“Shang”in“Zuo Gongshang”is the same as“Shang Ru Zhi Gong Gong”in the Bin Feng-/w/y 77^ The meaning of^Gong^is construction and the meaning of^Shang^is going to the capital of the empire.Both of the sentences mean that(the criminals of government)are sent to forced labor in imperial court of capital.The historical background of the decree in strip No.2132+1998 is that the government constructed civil engineering wantonly,such as the palace of royal and the mausoleum in LiShan.
