推进湖南农业绿色发展的财政政策优化研究

Research on the Optimization of Fiscal Policies for the Green Development of Agriculture in Hunan

分析发达国家财政支持农业绿色发展经验、梳理我国现有财政支农政策,调研发现湖南农业绿色发展存在整体规划尚未制定、缺乏财政支持绿色农业发展的有效机制与政策设计,财政支持绿色农业发展制度建设滞后、政策导向作用不强,财政支持绿色农业发展的资金投入不足、对绿色农产品发展扶持力度不够。应做好湖南绿色农业发展的整体规划、实施重点突出的差异化区域财政政策,优化财政支持绿色农业发展的制度设计、发挥财政政策导向作用,拓宽融资渠道建立多元化投入机制、加大对绿色农业发展的财政支持力度,重点扶持农业龙头企业、强化绿色农产品生产的保障措施。

Through analysis of the financial support to agriculture in the developed countries green development experience,combing the existing financial policies for supporting agriculture in our country,the survey found Hunan agricultural green development overall planning has not been set,lack of financial support for green design effective mechanism and policy of agricultural development,fiscal support green agricultural development system construction lag,the policy guidance role is not strong,financial support in the development of green agriculture underfunded,support development of green agricultural products is not enough.Should do well in the development of green agriculture of Hunan's overall planning,implementation,highlighting the differentiation of regional financial policy,to optimize the design of the system of financial support in the development of green agriculture,give play to the role of fiscal policy guidance,broaden the financing channels to establish diversified input mechanism,increase financial support to the development of green agriculture,key support agriculture leading enterprises,strengthen the safeguard measures of green agricultural production.
