国际视野中的中国创新能力:现状、障碍与突破

China's Innovation Capability in an International Perspective: Current Situation, Obstacles and Breakthroughs

在国际视野下分析比较了中国的国家创新能力,发现尽管近年来中国的创新能力显著提高,但是仍存在较大的提升空间,强调努力提升创新能力是全球化时代国家之间竞争的主要方略。从四个方面分析了制约中国创新能力进一步提升的根本原因,认为创新体制弊端是最为关键的制约因素,并指出提升中国创新能力必须依靠"有为之道"和"无为之道"的突破,后者应该主要从基础理论的攻坚、创新环境的建设和创新文化的培育等三个方面展开。

In the international perspective,China's national innovation capability was analyzed and compared to find that although China's innovation capability has improved significantly in recent years,there is still a lot of room for improvement.Emphasis on efforts to improve innovation capability is the main strategy for competition among countries in the era of globalization.The root causes were analyzed that restrict China's further improvement of innovation ability from four aspects,leading to a belief that the drawbacks of the innovation system are the most critical constraints,and a sign that the improvement of China's ability to innovate must rely on the Tao of “doing” and the Tao of “doing nothing”.The latter should be mainly carried out from three aspects:the tackling of basic theory,the creation of innovation-induced environment and the cultivation of innovation culture.
