四十年来国民参政会研究综述

A Review of Research on National Political Assembly in the Past Forty Years

改革开放40年来,学界关于国民参政会的研究成果集中于两个方面,一是整理出版了部分档案文献,二是发表(出版)了大量学术论著。资料整理方面,普通文献得到了较为系统的整理,但官方档案刊布明显滞后。学术研究方面,国民参政会的成立背景、政治属性、组织机构、参政员遴选、职能职权等5个领域是主要研究对象,并形成了较为一致的结论;在参政员群体、各类提案,以及国民参政会与战时国内各政治势力、与中国近代政治民主化进程、与国内外社会舆论互动、与陕甘宁边区议会关系等6个领域有所涉及,但研究明显不足;在国民参政会秘书处、驻会委员会和各专委会等机构,及其历届历次大会会议和各专委会会议等3个领域缺乏全面、系统的梳理和研究。

Since the reform and opening up 40 years ago, the academic research results on the National Political Assembly have been concentrated in two aspects: one is the arrangement and publication of archives and documents;the other is the publication of a large number of academic works. Up to now, relevant books, newspapers, journals, diaries, memoirs and other historical documents have been systematically sorted out, but the arrangement and publication of relevant official archives lags behind. Among the relevant academic research results, five directions, including the establishment background, political attribute, organizations, selection and functions and powers, are the main subjects of research in the academic fields, and a relatively consistent conclusion has been formed. Besides, six directions concerning the political participants, various proposals, as well as the relationships between National Political Assembly and various political forces in wartime, the process of political democratization in modern China, the interaction with domestic and foreign public opinions, and the Shanxi-Gansu-Ningxia border region parliament are discussed, but obviously insufficient. And other three directions on organizations like the secretariat, the resident committee and the specialized committees of National Political Assembly, the previous sessions of the general assembly and the specialized committees conference are lack of comprehensive and systematical research in reality.
