政府主导型环境建设中社会参与特征分析

The Characteristics of Social Participation in Government-led Environmental Construction

受社会发展阶段和文化传统的影响,中国的社会参与不同于西方社会,主要表现为政府主导与自发形成的差异。政府主导型环境建设中的社会参与能揭示中国社会参与的四个独有特征:其一,由于中国政府拥有强大的社会动员能力,使政府主导型社会参与往往具有规模优势;其二,由于社会成员的参与动力主要来自政府,所以这种参与往往是自上而下形成的;其三,由于事中参与见效快、易组织,致使事中参与多于事前和事后参与;其四,以村两委班子为代表的农村基层组织处于联系政府和群众的关键位置,这些组织对推动社会参与的作用十分明显。

Influenced by the stage of social development and cultural tradition,the social participation in China is different from that of the western society,which is mainly reflected in the difference between government-led and spontaneous formation.Social participation in government-led environmental construction can reveal four unique features of Chinese social participation:first,due to the strong mobilization ability of the Chinese government,government-led social participation often has scale advantages;second,since the participation motivation of social members mainly comes from the government,such participation is often formed from the top to bottom;third,participating in the development process is quick and easy to organize,there is more participation in it than before and after;fourth,rural grass-roots organizations represented by the village two committees are in a key position to connect the government and the masses,whose roles in promoting social participation is clear.
