摘要
文章构建了包含环境效应在内的全要素能源效率评价指标体系,并按能源类型分为三类综合指标,选取规模报酬不变的CCR-DEA模型,测算了2010-2015年全国29个省市以及三大区域的全要素能效水平。研究表明:①2010-2015年间全国的全要素能效提高了0.023,到2015年达到0.706,能效提升率呈现先升后降的趋势,整体能效水平仍有提高潜力;②三大区域的能效水平及节能减排量差距显著,东部地区全要素能效最高,中部次之,西部最小。最后,分析了各地区能效水平差距形成的原因并给出了改进建议。
This paper constructs the total-factor energy efficiency evaluation index system including the environmental effect and divides the energy into three kinds of comprehensive indexes according to the energy type.The CCR-DEA model is used to calculate the total-factor energy efficiency level of the 29 provinces and the three regions in 2010-2015.The results show that:①The total energy efficiency of the whole country is increased by 0.023 in 2010-2015,reaching 0.706 by 2015,the energy efficiency rate is increasing first and then decreasing,and the overall energy efficiency level is still increasing;②The energy efficiency level and the energy saving and emission reduction in the three regions are significant.The total energy efficiency of the eastern region is the highest,the second is the middle and the west is the smallest.Finally,the reasons for the formation of energy efficiency gap in each region are analyzed and the suggestions for improvement are given.
